Administration for protection of state sanctuaries and wildlife areas of the Kamchatka region1. About Us“Administration for protection of state sanctuaries and wildlife areas of the Kamchatka region” was found in 2005. This public establishment was created after the resolution # 436, written on the 31 of October, 2005 by the Governor of the Kamchatka region. In 2008, according to Kamchatka krai government resolution, it was reorganized in the territorial state institution “Wildlife and special protected areas service of the Kamchatka Region” State sanctuary is a territory (or marine territory), that have a special meaning for conservation and reconstruction of natural complexes or their components, for ecological balance support. The mode of natural management can be different in sanctuaries. Under the Administration supervision there are 14 sanctuaries, 68 regional nature monuments. Before sanctuaries were under the supervision of the regional Hunting Grounds Administration, Department of Hunting Resources. According to the Incorporation documents, the total square of sanctuaries is 716 000 ha, it is about 4 % of the Kamchatka Region. The Ichinsky sanctuary is the biggest, its square is 183 400 ha, and the Khlamovitsky sanctuary is the smallest, its square is 900 ha. 13 sanctuaries of the Kamchatka Region have biological profile. Only the Tayozhny sanctuary is landscape protected area. Sanctuaries and Nature monuments are not evenly spread along the administrative regions. 3. The Animal World The animal world is distinguished by the highest biodiversity level. Here one can meet the brown bear, the bighorn sheep, the elc, the sable, the mink and other animal species. Some og the animals inscribed into the Red Book of Russia. Protected area includes different natural complexes: marshes, caughted, mountain and coniferous woods, alpine meadows etc. There are both typical representatives of the Kamchatka flora and endemic plants, and species, inscribed into the Red Book of Russia. One can observe an expressed high-altitude zoning of the vegetation in mountainous sanctuaries. Also the violations of zoning and location of vegetable groups in extrinsic conditions are quite common. The representatives of composite, gramineous and sedge kinds are the most numerous. Rosaceae, ranunculus, clove, cruciferous, juncaceous, osier, Erica and saxifrage kinds are less reach in number. 5. Tourist routes. In 2006 a tourist lodge “Ichinsky” was built on the territory of the Ichinsky sanctuary. Since 2008 two new tourist routs are exploited. Nowadays two tourist routes were worked out, and they will be exploited. 6. History of Creation. The process of active specially protected nature areas enlargement is lead since 1973 and it passes irregularly and ambiguously in Kamchatka. The main number of nature monuments was created in the 80 th years, the main part of sanctuaries has begun functioning by 1995.Some sanctuaries exist several decades. The Beaver Sanctuary and the Kharchinskoe Lake, which were created in 1978, are the oldest ones. 7. Our work. Our main goals:

REGIONAL STATE SANCTUARY "THE ZHUPANOVO ESTUARY" The state sanctuary “The Zhupanovo estuary” (its square is 2,5000 ha) is situated in the eastern part of Elizovo district on the shore of the Kronotsky gulf. The territory includes marine territory of the Zhupanovo estuary with 200 m coastline, including Sakhalin. It was formed in 1993. The sanctuary was created with the aim of anseriformes protection. There places of season migrant goose concentration are under protection. It is the most important place of lamellirostral concentration during their autumn migration on the south-east coast.In September and october dozens of whooping swans, thousands of white-fronted goose and bean goose, tens of thousands of ducks halt there to have a rest and to feed. Fowling, reclamation operations and use of chemical pesticides are prohibited there. One can conduct scientific works, scientific fowling and gather biological materials, if he has a special permission.
REGIONAL STATE SANCTUARY “THREE VOLCANOES” The state sanctuary “Three Volcanoes” (its square is 53 400 ha) is situated in the central part of Elizovo district. It was formed in 1985. The territory includes tundra, sub alpine, bald mountains of Kazelsky Avachinsky and Karyaksky volcanoes and Aag mountain. The bighorn sheep, the black-capped marmot, the gopher are under protection on the sanctuary territory. The nature monument “Camel extrusion” is situated in the sanctuary. Any shooting, feather or fur, medicinal herbs, berries, fruits and mushrooms picking, spread of fuel, rubbish pollution are banned on the territory of the sanctuary. Tourist camps, animal shooting, holding of seismological study are allowable in the sanctuary.
REGIONAL STATE SANCTUARY “THE NALYCHEVO CAPE” The Nalychevo cape is a state reserve (the square is 2500 ha), situated in the eastern part of Elizovo district, in lower reaches of the Nalycheva river on the Pacific ocean shore. It was formed in 1993. The sanctuary was created to preserve local vulnerable bighorn sheep group in 2004 it was counted 76-80 animal units (spring calculation records). Any shooting, feather or fur, logging, power-driven traffic, tourism are banned in the sanctuary. It is allowed to conduct scientific biological research with a right to gather collective flora and fauna examples at special permissions.
REGIONAL STATE SANCTUARY “KHLAMOVITSKY” The state sanctuary “Khlamovitsky” (the square is 900 ha) is situated in the central part of Elizovo district in the Avacha floodplain. It was formed in 1983. The sanctuary occupies waterlogged, lake covered territory. There all bird species are under protection. The sanctuary is a place, where the biggest black-headed gulls` colony in Russia is located. The colony estimates tens of thousands couples. It is also the emplacement for Aleutian tern breeding colony, a refuge for migratory anseriformes, a stop place for migratory falcons and other hawks. According to inventory, made in the nineties, more than 20 000 black-headed gulls, up to 200 pintail couples, hundreds couples of common terns, snipes and other species of aquatic and semi-aquatic birds, including the Far-Eastern curlew and the Aleutian tern - species, listed in the Red Book of Russia, are nesting on the sanctuary territory. Besides, the Khlamovitsky is the only refuge for ducks in the area of intensive nonprofessional hunting. Any fowling, bird capturing, eggs gathering, logging, reclamation works and use of chemical pesticides, power-driven traffic are banned With special permissions it is allowed to carry out scientific biological researches, to band birds, to hunt with scientific aim for all birds except birds, included in the Red Book of Russia.
REGIONAL STATE SANCTUARY “THE DEER VALE” The state sanctuary “The Deer Vale” (its square is 68 400 ha) is situated in the south part of Kamchatka in Ust-Bolsheretsk area. It was formed in 1995. The sanctuary’s territory includes a watershed upland in heads of Tolmacheva, Karymchina, Opala rivers, Its north border joins to the Tolmachevsky reservoir. The sanctuary was created for conservation of winter concentration of a herd of south Kamchatka population wild reindeer The nature monument “Verhne-Opalskie mineral springs” is situated in the sanctuary. The nature monument “The Gorely Volcano Caldera” joins to the sanctuary. In the sanctuary reindeer and black-capped marmot hunt, geological explorations, field stations installation, fuel and lubricant storages, power-driven traffic, air and helicopter flights in winter season in the altitude 300 meters overland, except for the aerial census and fact-finding works, are forbidden. There happen to be standardized commercial winter species of fur animals hunt and organized tourism groups with special permissions.
REGIONAL STATE SANCTUARY “TIMONOVSKY” The state sanctuary “Timonovsky” (the square is 72000 ha) is situated in the north part of the Elizovo district. It was organized in 1981. The territory includes upland forested areas in the Avacha river upstream. In the sanctuary the unaffected upland forest nature complex, sub alpine underwood nature complex, high-altitude nature complexes are under protection. Three regional nature monuments, “Timonovsky hot springs”, “The Kostakan lake”, “The lakes around Bakening Volcano”, are situated in the sanctuary’s territory. The commercial and amateur hunt, the fishery, medicinal and other herbs gathering, logging, cross-country vehicle movement, POL discharge, tilling of the land, chemical pesticide use are forbidden in the sanctuary. The scientific hunt, gathering of collective flora and fauns samples, visits of organized tourism groups and individuals with special permissions are allowed.
REGIONAL STATE SANCTUARY “BOBROVY” (“BEAVERS”) The state sanctuary “Bobrovy” (the square is 51000 ha) is situated in the central part of the Milkovo district, on the right bank of the Kamchatka river near Milkovo village. It was formed in 1978 and it is the oldest one. It was created as a reservation for Canadian beavers, realized for acclimatization. According to record data, the beavers had disappeared in the sanctuary. As may be supposed, bears have been destroying beaver`s lodges and have been killing the animals. Also the stream condition could be unfavourable in the area. Now the sanctuary is a winter deer reservation. The whole nature complex of the sanctuary is under protection. A special attention is given to the protection of the anseriformes and predatory birds, included in the Red Book of Russia. Any hunt, feather or fur, fishery, logging, reclamation works, basin reclamations, tilling of the land, tourism and other forms of package holidays, power-driven traffic movement off the generally used roads and water routes are forbidden. Trapping for animal resettlement, scientific hunt, mushroom and berry gathering are allowed ih the sanctuary. Commercial and amateur hunt for winter species of fur animals, excluding the otter during the period from November to March are permitted to the hunters, belonging to the indigenous North people.
REGIONAL STATE SANCTUARY “THE NALYCHEVO TUNDRA” The state sanctuary “The Nalychevo Tundra” (the square is 15000 ha) is situated in the south part of the Milkovo district on the left bank in the upper third part of the Kamchatka river. It was created in 1983. The sanctuary represents a tundra-like undrained swapm area. It was formed with a purpose of protection of nesting places, mass winterings of the weeping swan, the mallard, the bullhead and other rare and commercially valuable Kamchatka`s bird species. The weeping swan, the mallard, the bullhead, the goosander, the American merganser winter regularly in ice-free rivers and lakes. Some number of the Canadian beavers were released for acclimatization in the sanctuary. The hunt, feather or fur, logging, reclamation works, chemical pesticide use, POL discharge, dogs and cats delivery, power-driven transport movement, tourism are forbidden. Prosecution of biological researches, scientific fowling, gathering of eggs and other biological materials with special permissions are allowed.
REGIONAL STATE SANCTUARY “TAYOZHNY” The state sanctuary “Tayozhny” (the square is 41000 ha) is situated on the border of Bystrinsky and Milcovo districts in the Karakovaya river headwaters. It was formed in 1986. Spruce forests, larch forests, stone-birch forests, bushes of the cedar elfin and elder forest form the basis of the sanctuary’s vegetation. The sanctuary is unique in its own way, because softwood forests, relevant to the peninsula latitude and so common in the Far East inland, were considerably destroyed during the glacierization. Nowadays they prevails in the Central Kamchatka depression. There happen to be the conservation of relic spruce forests, growing on the territory. The forests have a number of unique phytogeographical peculiarities, that is of an excellent scientific interest and it is a standard of spruce phytocoenosis. The bighorn, the sable, the otter, the squirrel, the wood grouse, and also acclimatized species (the elk, the beaver, the mink) are under protection in the sanctuary. Logging, hunt, feather or fur, the provision of a constructible surface, all kinds of agricultural works and mining operations are banned in the sanctuary. Biological data collection, the scientific hunt, the scientific exploration, berries and mushrooms gathering, hay harvesting are allowed, if one has a special permission.
REGIONAL STATE SANCTUARY “ICHINSKY” The state sanctuary “Ichinsky” (its square is 183400 ha) is situated in the central part of Kamchatka peninsula within the Bystrinsky district. It was formed in 1994. The territory includes the unique diving ridge, where the Bistraya, the Kozyrevka, THE Kimitina, the Icha, The Sopochnaya and the Rassoshina rivers begin. The bighorn, the black-capped marmot, the brown bear and the sable populations are preserved in the sanctuary. The commercial and amateur hunt, feather or fur, the geological survey, the installation of field camps, off-road traffic are prohibited within the sanctuary. Reindeer grazing and the installation of reindeer herdsmen` camps, the use of cross-country vehicle to pass to herdsmen camps are allowed. The wolf shooting is also allowed in case of danger to save a deer livestock.
REGIONAL STATE SANCTUARY “ LAKE KHARCHINSKOE” The state sanctuary “ Lake Kharchinskoe” (its square is 10000 ha) is situated in the central part of the Ust-Kamchatsk district in the basine of Lake Kharchinskoe and its adjacent territory of the River Elovka, the biggest feeder of the River Kamchatka. It was created in 1978. The shallow Lake Kharchinskoe (its water surface area is about 26 square km) is situated in a center of the sanctuary. There are about 90 bird species, including the weeping swan and 7 species of hawks. The creation of the biological sanctuary “ Lake Kharchinskoe” turned up to be a practical measure to realize charges of our country under the treaties with Japan and the Unated States of America on protection of migratory birds and endangered bird species and their habitat protection. There all bird species are under protection, and a special attention is given to the protection of migratory anseriformes, hawks and birds, included in the Red Book of Russia. The sanctuary is a resting place during migrations, breeding and mew of tens of tens of thousands anseriformes and other bird species. In summer about 1000 couples, including 17 waterbird species and several couples of the weeping swan nest on the territory of the sanctuary. In spring the number of aquatic and semi-aquatic birds reaches 220-250 thousand units during migration. At a time over 400 weeping swans, 20000 goose, 3000 dabbling ducks flock in the sanctuary. Fowling, bird capturing, egg gathering, logging, reclamation works, chemical pesticides use, tourism and recreation, delivery of cats and dogs, exploration and POL discharge are forbidden in the sanctuary.Scientific works with a right to catch and to shoot birds, unlisted in the list of rare and endangered species, are allowed with special permission.
REGIONAL STATE SANCTUARY “CHUBUK RIVERBANK” The state sanctuary “Chubuk riverbank” (its area is 49100 ha) is situated in the south-west part of the Elizovo district, along the coast of the Pacific Ocean. It was organized in 1993.] The sanctuary was created for conservation, recruitment of the coast bighorn population and restoration of places, where brown bears gather during spring and summer time. The sanctuary includes a line of littoral uplifts 5 km in breadth. Bighorn hunt, brown bear hunt, logging, tourism, visit of the sanctuary without a special permission are prohibited. Scientific hunt, animal catch for expansion, commercial fur hunt, fishery are allowed with special permissions.
REGIONAL STATE SANCTUARY “SURCHINY” The state sanctuary “Surchiny” (its area is about 64900 ha) is situated in the west part of the Elizovo district. It was formed in 1994. The territory includes a forest range of Edge Sredinny and the right bank of the River Bystraya with its feeders: the River Yurtinnaya, the River Utudumitz, the River Kagnisin and the River Luntos. The sanctuary has conservation and scientific goals. High-altitude and Forest complexes, unaffected by human activity, are under protection in the sanctuary. Commercial and amateur hunt, esp. black-capped marmot, bighorn, brown bear hunt, and fishery are prohibited in the sanctuary. Also the gathering of medicinal and other herbs, logging, off-road traffic are banned. Scientific works, controlled winter fur hunt, unlisted in the Red Book of Russia, tourism and domestic reindeer yard are authorized. (Bystrindsky district, The Kamchatka region) In 2006 a tourist shelter “Ichinsky” was built on the territory of the sanctuary. The shelter consists of 2 houses with stoves for 9 persons, a bath house (banya), a summer dinner house. “The Administration” provides accommodation services, nourishment, gives a pot dish, sleeping bags, snowmobiles, for hire. Also “The Administration” renders guide`s and inspector`s services. Nowadays two tourist routes functionate on the territory. The route goes through a specially protected wildlife territory, situated at the foot of Ichinsky Volcano, which is the highest active volcano in Sredinny Range. The Volcano attracts scientists and tourists by its unusual form, its size, its beauty. Also it acquaints tourists with Kamchatka`s flora and fauna. During the journey tourists get acquainted with the rules of conduct within a specially protected wildlife area. They will learn animal, bird and plant species, that are preserved in the sanctuary. Travels. It`s a bus-walking tour, a marching route with extensive travel, a linear track with visiting of Sokoch, Ganaly, Milkovo. The bus-walking part takes 4 days. The length of the route is 876 km. Time on the road is 4 days. Tourists can visit Elizovsky, Milkovsky and Bystrinsky districts at once. The first day . Departure from Petropavlovsk-Kamchatsky to Milkovo (the length of the route is 300km, time on the road is approximately 4 hours). The stop will be done in Sokoch, upon arrival in Milkovo tourists will have diner in the Tayozhnoe café. After that they leave for “Ichinsky” tourist shelter. The stop will be done near Narzan thermal springs. The springs are situated on the 98 kilometer of Milkovo - Aga route. Bicarbonate sulfatic calcic natric springs give a therapeutic influence on circulation, breathing, urinary organs. They are also used in case of pathometabolism and diseases’ of digestive apparatus. A stopping at the pass will be done at latitude 600m above the sea level. Ichinsky volcano can be clearly viewed from here. Tourists can produce photo and video here. The next step is an arrival in the tourist shelter, where tourists will stay at wooden tourist houses. The houses are supplied with couches, a table and an oven. Next the tourists can have banya (Russian both house). Then visitors will dinner near the fire on the benk of the Ketachan river. The second day. After breakfast and induction the group drives to the route “Bear`s Head” for 12 km. The route passes through a hummock tundra toward a viewing point, represented by berrying grounds (honeyberry, cowberry, mossbery, blueberry). Here tourists can gather berries, produce photos and video. Here one can see picturesque view of Ichinsky volcano and extruded sheet exits. After lunch and relaxation the group can fish. In the evening, tourists will have dinner and banya. The third day. After breakfast the group exits to the route “Ichinsky volcano extruded sheet exits”. The route takes course along the wood trails, that was an old off road. The route begins from tourist shelter “Ichinsky” through the Ketachan 1 st river and its feeders, passing small meadows and a couple of streams. Further the route leads to a lake, situated on the right bank of the Neuta River. The route is free of obstacles, it is easy to walk there. The route leads to the lake and extruded sheet exits in 1,5 hours. The group comes back to the shelter after lunch, observations, photo and camera shooting. The forth day. After breakfast the group leaves for Milkovo. The bus pulls in a swell and in Narzan springs. Tourists have lunch in Tayozhnoe café, Milkovo. Here the group visits a maral-breeding farm, where people can produce photo and camera. Depature to Petropavlovsk-Kamchatsky. Stations during the way back will be in Ganaly, Sokoch. During the whole route tourists live in the Ichinsky shelter. Food stuff is provided by tourists. Inspectors are responsible for environmental actions on the route. A tourist should have a back sack, an insect repellent, waterproof trousers and jacket, change clothes and footwear, hygienic items.
